Historical Sketch

The Arlington assembly plant for Buick-Oldsmobile-Pontiac had its beginnings with a groundbreaking ceremony on May 27, 1952. The first group of employees at the Arlington B-O-P assembly plant started working in November 1953 and one month later saw representatives of the International UAW at the gates handing out leaflets. The election for a union was made possible in February 1954, when the required number of union organization cards had been met. March 3 was the date of the election with a result of 804 in favor and only 21 against. A charter for Local 276 was granted on March 11, 1954. Four days later, workers at the Arlington GM plant came under the protection of the UAW-GM National Agreement.

The first election for executive officers was held on March 30, 1954, with a swearing in ceremony on April 6. A short time later, a slate of seven committeemen was elected and sworn in. The first president of Local 276 was Garland Ham, who is still known as the youngest person ever elected to that office in Local 276. During the same month of April, negotiations began for a local contract. This would be the first of many such negotiations, both local and international. A new national agreement was finalized in 1958, and 1963 saw the biggest package settlement yet.

The first union hall was located at 3034 E. Abram, but growing pains led to a much larger facility in 1964 with a new building on 7.4 acres of land at 2505 Sherman St. in Grand Prairie, two miles east of the plant. This meeting hall was named Woodcock Hall in honor of Leonard Woodcock, then vice-president of the International UAW and director of the union's GM Department.

Many changes took place during the decade of 1968-1978. The first was in 1968 when the UAW parted company with the AFL-CIO over a dispute involving programs and structure, the UAW becoming an autonomous organization. September of 1970 saw a strike called by now President Woodcock of the International Union. After 68 days, the strike was over, and a new agreement was reached, which greatly improved the 1967 contract. 1972 was marked by a personal visit by President Woodcock to formally dedicate the hall named in his honor. 1973 was the year of the next national contract, and 1977 heralded the 25th Constitutional Convention of the UAW. The two main speakers of the convention were U.S. President Jimmy Carter and Senator Edward Kennedy.

The last two decades have seen additional changes in contracts and structure with new constitutions in 1983 and 1989. A revision of Local 276 by-laws was completed in 1990. A more detailed history is provided in Box 1, Folder 3, of the collection.

Series Description

The papers of UAW Local 276 are arranged in two series: Series I. Office Files, 1954-1990. 2.5 linear ft. (5 document boxes, 39 folders). Arranged alphabetically by folder title. Items in each folder are arranged in chronological order. The material contained within originated in the office files of UAW Local 276.

Series II. Grievance files, 1956-1970. 6.0 linear ft. (15 document boxes). This series was left in its original order as arranged by the UAW Local 276. Files begin in 1956 with the first file being H-140 in box 6. The files continue in an alphabetical and numerical format with the last file in box 21 being M-1821. The last file is dated October 22, 1970.

Scope and Content

The records of UAW Local 276 consist of materials taken from the office files and grievance files of that organization, originating in 1954 and inclusive to 1990. Contained in 5 standard sized document boxes, the collection is divided into two series.

Series I contains material taken from the Office Files and is divided into file folders including folders of Correspondence--received at Local 276 from the International Union and Region 5 Office; History--published history of Local 276, written in 1979 by David Perdue, editor; Minutes of Meetings--records of meetings, executive board, and shift, membership meetings, including monthly financial statement; Miscellaneous--material not identifiable with other categories; Posted Notices--communication for membership with regard to strikes/negotiations and election of officers; Newsletter--published national and local communique, mailed to local membership; Proposal/Negotiations--"Summary of General Motors Proposal and Statement of Negotiations for 1979 National Agreement"; and Publications/Pamphlets--annual reports, agreements, proposals, constitutions, by-laws, committee directory, and roll call booklets.

Series II contains a random sampling of union grievances against management. This sampling is a 10% sampling of the total UAW local 276 worker grievances from 1956 to 1970.

The original order was maintained for both series, with only the addition of alphabetical arrangement of the Office Files subseries. Duplicate materials were discarded. This collection is composed of two accessions (92-52 and 93-6) which were combined upon processing.

Provenance Statement

The records of UAW Local 276 were donated to the University of Texas at Arlington in two portions. The first donation was negotiated and received by George Green and Gerald Saxon from Doug Rash, Recording Secretary for Local 276, at 2505 Sherman Street, Grand Prairie, Texas 75051 on November 9, 1992. The volume of this accession was 2 cu. ft. (2 linear ft.)

The second donation was negotiated and received in the same manner being acquired on January 11, 1993. The volume of this accession was 6 linear feet.

Series II. Grievance Files Boxes 6 to 23

A Note to the Researcher: The grievance files consist of labor disputes, disputed employment dismissals, safety hazards in the workplace, disputes with regards to overtime work, and employees assigned to work out of their assigned area in conflict with the National Union Agreement and National Wage Agreements.

The files are organized in the following format using a case as an example:

H-714 (file number), J. Chincola (name of grievant), #45009 (case number or ticket number), request be paid monies lost for not being allowed to work in area as originally assigned by union (reason for grievance), 9-17-57 to 2-3-57 (dates during which the case took place).
