Biographical Sketch
Dorothy June ("Chris") Miller was born on June 15, 1926, in Boston,
Massachusetts, the daughter of the Reverend and Mrs. Charles Dana Crisman. She attended
Wheaton College, Mills College, and later Texas Christian University. Shortly after her
marriage in 1944, she moved to Texas and by 1948 had settled in Fort Worth, where she
maintained a residence for the rest of her life. She had two sons--Gerald and Louis.
Her divorce in 1965 marked a turning point in her life. This event, according to her
son Louis, inspired her. He described her as a pioneer in the women's rights movement and
said she sought involvement with any minority movement devoted to providing equal
opportunity. "She saw a lot of injustices in the world after the divorce. She had a
lot of obstacles to fight."
Her interest in social justice was reflected in her many civic activities as well as in
her later accomplishments as a state legislator. She is recognized as the founder (in
November, 1971) of the Texas Women's Political Caucus, which she initially financed and
helped to organize. She likewise helped to organize a regional subdivision, the North
Central Texas Women's Political Caucus and served as secretary for the Fort Worth Human
Relations Commission. She was the public relations consultant for the Greater Fort Worth
Housing Opportunity, Inc., the 1971 American College Theater Festival, and the Minorities
Cultural Arts Association, which produced Fort Worth's first major black musical
production in February, 1971.
Other groups with which Chris Miller was affiliated include the Fort Worth Human
Relations Commission, 1970-1972; the Mayor's Committee on the Status of Women, 1972-1973;
advisory board of the Texas Women's Equity Action League, American Women in Radio and
Television, Women in Communications, Texas Federation of Business and Professional Women's
Clubs, National Organization for Women, League of Women Voters, Press Club of Fort Worth,
Fort Worth Chamber of Commerce, Operation Diploma, Women's Haven, the Institute for Women,
and Zonta.
Although she was "a person of some financial means," Chris Miller entered the
job market after her divorce. She worked as a moderator on the Channel 11 show Voters'
Digest in 1965, was employed as advertising manager of the Fort Worth
Chamber of Commerce from 1967-1968, and as neighborhood services and community health
coordinator of the Tarrant County Community Action Agency from 1968-1969. From 1969-1972,
she owned and operated Chris Public Relations, a public relations and advertising agency
in Fort Worth.
When Mrs. Miller entered the Democratic Primary for the Texas House of Representatives
in 1972, her support came from an incongruous group: aging hippies, women who had never
worked in politics, African-Americans and Hispanics. Her opponent stated that the only way
a women could get elected to the House from Tarrant County was if her name was Joan of
Arc. "On May sixth" said Chris Miller, recalling the day she defeated the
incumbent Cordell Hull by 12,000 votes, "I became Saint Joan." She trounced her
Republican opponent in November by an even larger plurality and became the first woman to
win a legislative election in Tarrant County. Asked why she chose to hold public office,
she stated simply, "I want to help others."
And help others she did. During the first of her three terms in the House, Chris Miller
authored a single adult homestead amendment, which was approved by the voters in 1973. She
also coauthored a campaign finance reform bill. In addition, she served on the Human
Resources Committee, the Reapportionment Committee, and the Environmental Affairs
Committee, was vice chairman of a pollution sub-committee, served on the Joint Committee
on Prison Reform and on the Joint Subcommittee on Public Health. In 1973 she was co-winner
of the Female Newsmaker of the Year, awarded by the Fort Worth Press Club.
Running for re-election to the 64th Legislature, Chris Miller easily defeated her
Republican opponent Courtney Roberts with a 6040 plurality. Her accomplishments during the
1975 session included passage of legislation repealing portions of "taxes (state) on
taxes (federal excise)", imposing stronger penalties for hit-andrun accidents on
lakes and rivers, and providing eligibility for federal funding for urban counties in
Texas. She served as vice chairman for the Constitutional Revision Committee and the
Committee on Health and Welfare, served on an ad hoc Committee on Utility Regulation and
on a committee on parks in North Central Texas. She was also a member of a state
affairs subcommittee on the status of women. During this period she received the 1974
Eminent Individual Award from the Fort Worth Chapter of American Women in Radio and
Television.
In the fall of 1976, Chris Miller trounced her Republican opponent, pathologist Dr.
Dorothy Patras, and returned to the House for her third term. Because the Governor called
two special sessions, the 65th legislature met from January, 1977 until December, 1978.
During this session, Representative Miller served on three committees: the Rules Committee
of which she was vice chairperson, the Committee on Natural Resources, and the Committee
on Health and Welfare. She was chairperson of a health subcommittee and a member of the
Committee on Aging. She also was a member of the House Study Group. Her successful
legislative bills included the following: state funded assistance for hemophiliacs, use of
school buses by senior citizens and the handicapped during non-school hours, work release
for prisoners jailed for non-payment of child support, and assistance for displaced
homemakers.
In 1976 Chris Miller was named Humanitarian of the year by the Fort Worth Humane
Society and in 1977 was named Legislator of the Year by the National and Texas Hemophilia
Associations. That same year she also received "Very Special Recognition" from
the Sierra Clubs of Texas and was cited for outstanding service by the Texas Licensed
Child Care Association.
The May, 1978,Democratic primary put an end to the legislative career of Chris Miller,
a victim of redistricting, who lost 70o of the vote to Gib Lewis. Representative Miller
said she was proud of her accomplishments during her three terms in office. "I was
always accessible, outspoken and honest in all that I did, particularly with those whom I
felt had not been represented--the elderly, the working corps, women, and minorities, and
various handicapped and children who are abused by adults or neglected by their
nation."

Scope and Content Note
The Chris Miller Papers were received in six separate donations between 1976 and 1979.
The donation originally consisted of 52 linear feet of records, but extensive culling
reduced the size of the collection to its present 62 mss. boxes, or nearly 26 linear feet.
Items removed from the collection include two shipping crates (approximately 4 feet) of
Texas documents, two feet of bound volumes of the Texas House Journal,
action reports on House and Senate bills, weekly lists of bills by author and by subject,
master lists of bills, copies of bills not sponsored by Chris Miller, invoices, and
duplicates.
The papers were in partial disarray when received. Some cartons contained file folders
of documents, but other boxes contained loose papers from various years that had to be
sorted item by item and placed in new file folders with appropriate headings. These
folders then had to be arranged by date and filed, along with other material, under the
legislative session to which they pertained.
The collection, which covers the period 1964-1979, has been arranged in four series as
follows:
Series I. Pre-1972. This series is the smallest of the four and
contains files relating to Chris Miller's business and civic activities. Of particular
interest are the files for women's groups in which she was active: League of Women Voters,
Business and Professional Women's Club of Fort Worth, and the Texas Women's Political
Caucus (a group Mrs. Miller founded in 1971). There are also files from organizations
where Mrs. Miller was employed: Fort Worth Chamber of Commerce (1967-1979), Greater Fort
Worth and Tarrant County Community Action Agency (1968-1969), and Chris Public Relations
(1969-1971).
Series II. 63rd Legislature, 1972-1973. The series contains
material for the 63rd legislative session, which met from January 9 to May 28, 1973, and
in a called session from December 18-20, 1973, as well as material related to Mrs.
Miller's campaign activities prior to the session. Included in the campaign files are news
releases, financial statements, flyers, statements of contributions and expenses, and
radio and newspaper publicity. The series also contains many files on pending legislation,
including abortion, constitutional revision, and prison reform, as well as the usual files
containing constituent correspondence and invitations. Representative Miller's continuing
interest in women's issues is reflected in the files for American Women in Radio and
Television, the League of Women Voters, Commission on the Status of Women, National
Organization for Women (NOW), National Women's Political Caucus, Texas Federation of
Business and Professional Women's Clubs, Inc., and the Women's Equity Action League.
Series III. 64th Legislature, 1974-1975. This
series consists of 29 mss. boxes, making it the largest of the four series in the
collection. Included here is material from Chris Miller's re-election campaign, files for
the session itself, which extended from January 14 to June 2, 1975, and 4-1/2 mss. boxes
of material for the Texas Constitutional Convention (contained in Subseries A), where Mrs. Miller served as vice
chairman of the Constitutional Revision Committee. In addition to general correspondence,
invitations, copies of legislation, and newspaper articles, the series contains extensive
correspondence files on the Child Care Facility Act and the Equal Rights Amendment as well
as numerous files for the Joint Committee on Prison Reform, the Joint Subcommittee on
Public Health, school finance, the Texas Board/Texas Department of Mental Health and
Mental Retardation, and the Texas Commission on the Status of Women. Material relating to
women may be found under the headings: Abortion, American Women in Radio and Television,
Commission on the Status of Women, Democratic Women's Seminars, Texas Commission on the
Status of Women, Texas Women's Political Caucus, Women's Issues, and Women's Rights.
Series IV. 65th Legislature, 1976-1978. The Series
is comprised of 17-1/2 mss. boxes of records, including files for Mrs. Miller's 1976
re-election campaign against Dr. Dorothy Patras and her unsuccessful race against Gib
Lewis in 1978. In addition to the usual quantity of correspondence and invitations, there
are files covering all the issues that were important to the 65th legislature: alcohol and
drug abuse, assistance for displaced homemakers, blue laws, dog coursing, state-funded
financial assistance for hemophiliacs, mental health and mental retardation, regulation of
midwifery, nursing home regulation, pari-mutuel betting, school finance, and taxes. Chris
Miller's keen and continuing interest in women's organizations and women's issues is
reflected in the following files: American Women in Radio and Television, Inc., Commission
on the Status of Women, Dallas Commission on the Status of Women, Displaced Homemakers,
Federal Women's Program, Fort Worth Women's Center, International Women's Year, League of
Women Voters, the Martha Movement, Midwives, National Order of Women Legislators, National
Organization for Women, National Women's Conference, Texas Women's Political Caucus,
Washington Institute for Women in Politics, Women in Communications, Inc., Women's Haven,
and Woman's Week Program at TCU.
This collection would be of value to students and researchers who are interested in
Texas politics in the 1970's. It also contains useful information for anyone researching
women's organizations or women's issues during that decade.
