Historical Sketch
The University of Texas at Arlington (UTA) underwent significant changes between
the years of 1957 and 1973. Two presidential administrations spanned the 1957-1973 period.
Enrollment figures had jumped from 4,926 in 1957 to over 14,000 by 1973. Prior to the
college entering the UT system in 1965, it had been a part of the A&M system with the
moniker of Arlington State College (ASC). Arlington State College was a state-supported
junior college until the Texas Commission on Higher Education advanced ASCs
application for senior status for the fall of 1959. The Texas legislature later authorized
the change with Governor John Connallys signature of the bill on May 5, 1959.
In 1962 ASC dropped its segregationist policy by allowing African-American students
into the college. The structure of the college was divided into two schools between
1959-1965: the School of Arts and Sciences and the School of Engineering. In 1965 the
college divided the School of Arts and Sciences into three separate schools: the School of
Liberal Arts, School of Business, and School of Science. Due to squabbles about money and
status, ASC broke from the A&M system to join the UT system. Issues of dispute
included A&Ms reorganization that neglected ASCs requests to award
graduate degrees as well as the systems reluctance to appropriate more revenue to
accommodate a growing ASC enrollment. However, Dr. Jack Woolf, president of ASC at the
time, was reluctant to leave the A&M system. The switch was authorized by Governor
John Connallys signature on April 23, 1965. Also during this period social
organizations and student clubs increased on campus, and their policies were administered
by the Dean of Student Life office.
Jack Royce Woolf was an influential proponent in pushing ASC to senior level college.
Woolf became president of Arlington State College in June of 1959. He previously had
earned his bachelors and masters degrees in mechanical engineering from Texas
A&M and his doctorate in engineering from Purdue. He later was appointed dean of the
Engineering College of ASC in 1957. During Woolfs administration, he created the
position of Dean of Students who oversaw student issues at the college. He also increased
the size of faculty and pushed for an increase in pay and benefits for the colleges
faculty. Effective August 31, 1968, Woolf resigned as president and subsequently a search
committee was organized to fill the vacancy.
On June 20, 1969, Frank Harrison becameofficiallypresident of UTA. In his
short administration Harrison faced a number of controversial issues. Harrisons
background consisted of earning his bachelors degree in chemistry at Southern
Methodist University, later getting his masters and doctoral degree at Northwestern
University. The contentious issue of race relations surfaced with the changing of the
Universitys traditional Rebel theme and symbols. He was proactive in expanding the
size and quality of the University. He placed importance on increasing academic programs
and finding faculty to teach in these programs. As associate dean of graduate studies at
Southwestern Medical School in Dallaspart of the UT systemHarrison was
directed by Chancellor Ransom to start up the graduate program at UTA in 1966. Before
becoming president of UTA in 1968, Harrison had created six graduate departments. The
graduate programs were approved by the Texas College and University Coordinating Board
(formerly called the Texas Commission on Higher Education). As president he continued his
agenda of increasing graduate programs. By 1973 Harrison oversaw the complete transference
and elimination of associate degree programs. The style of management of Harrisons
administration emphasized collaboration and public openness to the Universitys
organization.

Scope and Content Note
The University of Texas at Arlington, Office of the President Records are contained
in 6 manuscript boxes, with a total of 88 letter-sized folders. There are two series in
the collection. The two series contain records created by University of Texas at
Arlingtons Office of the President spanning 1957-1973. Largely, the records were
created to maintain communication with the various departments and organizations on and
off campus. The opinions, functions, and procedures of the President and staff are
documented.
The records are suited best for researchers documenting the inner workings of the
Presidents office. Also, those individuals researching the development of UTA within
a regional context may find this collection useful. With an abundance of records on the
Inter-University Council (IUC) created in 1964, researchers can examine and analyze the
collaborative issues of regional higher education institutions in the DFW metropolitan
area.
Researchers interested in the counter-culture and civil rights movements of the 60s and
70s will find their effect and/or manifestations at UTA. The documents highlighting these
events will be found in the Student Life folders as well as the Burnice Smith Discipline
Case folder. Related to the same events was the Rebel theme controversy that jolted the
campus.
Series I, Jack R. Woolf Administration, consists of material received by the University
President and his staff as well as that generated by intra and inter University
communication. The material includes memoranda, files on the Texas Committee on Higher
Education, Engineers Council for Professional Development, and student life issues.
Series II, Frank Harrison Administration, consists of material received by the
University President and his staff as well as that generated by intra and inter University
communication. The material includes memoranda and files on search committees, degree plan
proposals, and student life issues.
The original order was maintained, with slight modifications in subject headings and
the reorganization of documents in the folders in ascending chronological order. The
Inter-University Council (IUC) files were organized chronologically by particular meeting
dates. Undated material was placed at the end of the folders.
Provenance Statement
The records of the University of Texas at Arlington, Office of the President were
donated to the Special Collections Division, The University of Texas at Arlington
Libraries, on November 7, 1974, by the Office of the President, The University of Texas at
Arlington. The records were accessioned as number UA 74-2.

Note to the Researcher
Most of the material is in good condition, however, many of the documents are on
onion type paper that is thin and easily wrinkled. Please keep the materials in the order
as organized in the folders. Due to filing procedures of departmental creators, many
documents are stapled, so avoid excessive folding back.

Materials Removed List
- Five folders were deaccessioned concerning library additions made at North Texas
Agricultural College in 1938. Among those items were correspondence, telegrams, paint and
varnish samples, itemization bills, Inspectors notation tablet, progress reports, a
manual entitled Specifications for General Construction, and a booklet entitled
The Standard Documents of the American Institute of Architects.
- Mundane memoranda and inter-office requests of no long-term importance were also
deaccessioned.
- Also deaccessioned were duplicates of legislation, memoranda, and proposals.
