The man is holding a newspaper, and he says, "The pentagon has decided that it can dictate how surprise military operations will be covered by the media." In the second quadrant the woman says, "What about the first amendment? It says congress shall make no law abridging freedom of the press." In the third quadrant the man says, "That's congress' problem..." In the fourth quadrant the man says, "Apparently the pentagon can dictate what the first amendment covers."
