This cartoon depicts two ducks walking on stilts, on the lower right corner there is a sign that reads, "The George "Bush, George H." National Tax Sanctuary" , a bucket of paint can be seen on the floor that reads, "Duck paint pink". The ducks in the center of the image appear to be talking to each other and the one on the left says, "Remember always wear a coat of pink paint, walk on stilts, and never quack. From now on, we're flamingos."
