This cartoon depicts a line of cars parked to the left side of the curb, and a police is writing a ticket to the last car, on which reads "Wright" From the police looking car infront, labeled "Ethics Patrol" comes the dialog: "Car 89, Where are you? Come in, Car 89....Please investigate immediately a mugging in pogress at Boland and North.... reported breaking and entering at Reagan and Constitution....drug deal going down at Noriega and Contras... Burglary at McFarlane and Exchange ....hostage being held at Poindexter and Executive ... bridge burning at Bush and Loop ... car 89, where are you? Come in, car 89..."
