The cartoon is labeled, "Senate cloak room." The man on the left says, "Look at these pens we used to sign our impartial justice pledges." The man on the right says, "Our personal historic mementoes." In the second quadrant the man on the left says, "They're imprinted 'Untied States senator'." The man on the right says, "U-N-T-I-E-D?" In the third quadrant the man on the left says, "Who is responsible for this?" The man on the right says, "Does it rise to the level of treason or bribery?" In the fourth quadrant the man on the left says, "Worse..." The man on the right says, "Committing humor and obstructing self-aggrandizement?"
