The cartoon depicts a federal pharmacy; there are two people behind the counter, a pharmacist and a doctor labeled with "Congress" and there are three different people begging on their knees at the counter. They each are holding medicine bottled label "Revenue sharing." The man to the farthest left on his pants it reads, "State Gov't." The man in the middle, on his suit it reads, "County Gov't" and the last woman to the right on her dress it reads, "City Gov't" and she is asking for a refill on, "Revenue Sharing."
