They each are holding medicine bottled label "Revenue sharing." The man to the farthest left on his pants it reads, "State Gov't." The man in the middle, on his suit it reads, "County Gov't" and the last woman to the right on her dress it reads, "City Gov't" and she is asking for a refill on, "Revenue Sharing."
