The cartoon depicts a medieval castle as a defense budget , there are men around the castle holding their hands in the air. At the top portion of the castle is a pot with boiling oil that reads, "Veto" is being dumped by a leader with a "J" on his headgear. There is another soldier at the foot of the stairs holding up a flag that reads, "House and Senate Budget Commitees."
