In the first quadrant Carter is coming down the hill from "Camp David." In the second quadrant, Carter stops to read the tablets "Instructions" on the side of the hill and in the third quadrant, Carter is furious and is storming a long table with men sitting around it, some drunken and on the ground. Some table cards read "Energy, Transportation, Teasury and Health, Education and Welfare (HEW). The sign reads "Cabinet."
