U.S. Minister to Mexico, John Slidell, writes to James Buchanan, Secretary of State, informing him of Mr. Peña y Peña's refusal to receive him. He explains that he intends to travel to Jalapa, Mexico to await further instruction from Buchanan. He also describes the political situation in Mexico leading up to the Mexican-American War.
