A lithograph portrait of Mexican journalist and moderado politician Luis de la Rosa Oteiza, who served in the administrations of President Herrera in 1845 and Pedro Maria Anaya in 1847. While foreign minister in late September 1847 and January 1848, he participated in the peace negotiations leading to the Treaty of Guadelupe Hidalgo which was signed on February 2, 1848.
