The cartoon depicts President Gerald Ford dressed as Uncle Sam donig a magic trick of pulling a rabbit by his ears from a hat. In the rabbit's torso it reads, "State of the Union." The rabbit flashes the victory sign but both have sad faces. The American flag is the background.
